For the reskins, new voicelines, textures, etc: those are purely client side. So they won't affect anyone else in multiplayer and you'll be only person to see/hear the differences. It might have something to do with comparing each users' .pak files and if they dont match, it will not allow them to join. If it is disabled, I assume that it disregards the mod inequalities.
